Amends the Medical Practice Act of 1987 by replacing the fee-splitting prohibition in Section 22(14) with a new comprehensive Section 22.2 that clarifies permissible and impermissible fee-sharing arrangements.

Permits licensed physicians to divide professional fees with colleagues when 2 or more health care workers render concurrent services to a patient with full patient knowledge and fees are proportional to actual services performed.

Allows physicians to pay fair market value fees for billing, administrative, and collection services; to practice through legal business entities; and to split revenues within authorized partnership and corporate structures.

Prohibits physicians from splitting fees or paying percentage-based compensation for marketing, management, referrals, preferred provider listings, network participation, fee negotiation, or patient incentive programs.

Makes similar amendments to the Illinois Optometric Practice Act of 1987 by adding new Section 24.2 with identical fee-splitting restrictions and exceptions applicable to licensed optometrists.
