Requires the Department of Human Services, in consultation with the Department of Healthcare and Family Services, to develop an initiative allowing legally responsible adults to receive reimbursement for providing care to eligible clients under the Home Services Program.

Initiative components must include authorization for family member caregiver reimbursement, client-centered procedures, caregiver training and supervision requirements, eligibility criteria based on Determination of Need evaluation or terminal illness diagnosis, fraud prevention measures, and appropriate wage rates.

Departments must report findings and recommendations to the General Assembly by November 1, 2009, including proposed Illinois Administrative Code changes, State Medicaid Plan amendments, estimated number of eligible clients, and fiscal impact analysis per client.

Department of Healthcare and Family Services must seek federal approval to amend the State Medicaid Plan by January 1, 2010, and both departments must submit proposed rule changes to the Joint Committee on Administrative Rules.

Act takes effect immediately upon becoming law.
