Amends the Freedom of Information Act's exemption for computer geographic systems to allow licensed design professionals to request this information under specific conditions.

Licensed architects, structural engineers, professional engineers, and land surveyors under Illinois law can access computer geographic systems data when the information will not be used to produce private gain or public loss.

Requests must be for one-time use only, information must be retained for no more than 6 months, and no copying, re-transmission, forwarding, or reproduction is permitted without written consent from the public body.

Maintains the existing exemption for computer geographic systems in requests from other sources and preserves the exemption for news media accessing the information for public health, safety, and welfare purposes.
