Changes population threshold for counties where facilities accepting exclusively general construction or demolition debris can operate without a permit from 700,000 to 500,000 as of January 1, 2000.

Requires facilities accepting general construction or demolition debris to obtain an Agency permit prior to initial acceptance of debris, effective on the Act's date of enactment (previously only required notification 30 days in advance).

Facilities must sort debris within 48 hours of receipt, transport non-recyclable debris within 72 hours, and limit non-recyclable debris to 25% or less of daily incoming material.

Adds new Section 52.3-5 clarifying that the Act does not remove liability for any operation, site, or facility operating without required permits or authorizations prior to the Act's effective date.
