Establishes an elected board of 5 commissioners to govern the Forest Preserve District of Cook County, replacing the previous system where the county board of commissioners served as the governing body

Commissioners shall be elected in countywide nonpartisan elections beginning with the consolidated election in 2011, with 2 commissioners serving 6-year terms and 3 commissioners serving staggered 4-year and 6-year initial terms

Commissioners elect a president from their number to serve a 2-year term; the president, with advice and consent of the board, appoints officers and employees

Removes the president's veto power over board ordinances, resolutions, and actions

Amends the Election Code to provide that Forest Preserve District of Cook County commissioner offices shall be filled at the consolidated election in appropriate odd-numbered years
