Appropriates $2,000,000 to the Department of Public Health from the General Revenue Fund for the Universal Newborn Hearing Program effective July 1, 2009.

Allocates $1,200,000 (60% of total) to the University of Illinois Division of Specialized Care for Children and Department of Human Services Early Intervention Program through interagency agreements.

Designated funds support diagnostic care, early intervention services for children with potential hearing loss, and parent-to-parent involvement support.

Requires expenditure reporting to the Universal Newborn Hearing Screening Advisory Committee created by the Hearing Screening for Newborns Act.
