Creates a Hunger Relief Fund as a special fund in the State treasury under the Department of Human Services Act

Directs the Department of Human Services to make grants from the Fund to members of the Illinois Food Bank Association for capital improvements, purchasing food, or acquiring other assets

Allows the Fund to receive moneys from appropriations, gifts, donations, grants, and awards from any public or private entity, with all interest earned deposited back into the Fund

Amends the State Finance Act to establish the Hunger Relief Fund as a recognized fund in state finances

Takes effect upon becoming law
