Amends the Illinois Power Agency Act to add definitions and regulatory provisions for "clean coal facilities" and "clean coal SNG facilities" that capture and sequester carbon emissions at specified levels depending on construction timeline.

Establishes carbon sequestration requirements: 50% for facilities commencing operation before 2016, 70% for 2016-2017, and 90% for facilities after 2017, with emission rates not exceeding natural gas-fired combined-cycle facilities.

Authorizes the Illinois Power Agency to manage long-term procurement of substitute natural gas (SNG) from qualifying clean coal SNG facilities producing minimum 30 billion cubic feet annually, with construction to begin no later than June 1, 2013 on a brownfield site in a municipality with at least one million residents.

Allows reimbursement up to $10 million for facility cost report preparation and up to $250,000 for Agency consultant costs to evaluate the facility report before entering into SNG purchase contracts.

Requires detailed facility cost reports including capital costs for core plant, balance of plant with site remediation and carbon sequestration components, and operating and maintenance cost estimates from licensed engineers and third-party experts, with report due by April 30, 2010.
