Amends Section 1-230 of the Fish and Aquatic Life Code to eliminate provisions requiring State Migratory Waterfowl Stamp Fund revenues to be split between Department projects and non-profit organizations for waterfowl propagation areas.

Removes the requirement that 50% of waterfowl stamp sales fund non-profit organizations developing waterfowl propagation areas in Canada or the United States that support the Mississippi Flyway.

Removes the requirement that the Department obtain approval from the State Duck Stamp Committee and appropriate governmental agencies before allocating funds for waterfowl propagation projects.

Retains existing provisions that fees from salmon stamps and state migratory waterfowl stamps are deposited into separate special funds with interest retained in those funds.

Takes effect upon becoming law.
