• Amends multiple appropriations acts (PA 96-0046, 96-0035, 96-0042, 96-0113, 96-0114) to increase funding for various state departments and programs in fiscal year 2010

• Increases Department of Children and Family Services grants-in-aid by $3.7 million for foster care, adoption services, and family-centered initiatives

• Increases Department of Corrections operational funding by $9.1 million and Department of Employment Security funding by $8.6 million for workforce development and automation systems

• Appropriates $1.1 billion for state highway construction through Transportation Bond Series A Fund, plus $200-800 million for high-speed rail projects from Federal High Speed Rail Trust Fund
