SB1287 Summary

• Beginning July 1, 2009, home care aide and personal assistant service vendors receive a $1.32 per hour rate increase if they allocate at least $0.70 to worker wages and $0.13 to health insurance assistance.

• Vendors must submit proof of wage and health insurance increases to the Department, either through an audited Direct Service Workers cost report or collective bargaining agreement documentation.

• The Department must develop a system requiring vendors to certify compliance with federal minimum wage requirements for home care aides and personal assistants, with non-compliant employers denied any reimbursement increases.

• Amends the Illinois Act on the Aging (20 ILCS 105/4.02) to establish these wage and benefit requirements for Community Care Program vendors.
