IL SB1354

Amends Section 17 of the Vital Records Act to define "physician" as a person licensed to practice medicine in Illinois, any other state, or any foreign state or country.

Requires any foreign physician submitting an affidavit for sex designation changes on birth records to submit proof of medical licensure along with the affidavit.

Adds new subsection (e) allowing the State Registrar of Vital Records to establish a new birth certificate based on an affidavit by a physician who conducted a physical examination and verified that a previously performed operation warrants a sex designation change.

Authorizes the State Registrar to conduct investigations and require additional information deemed necessary when processing sex designation change requests.

Effective immediately upon becoming law.
