Amends the Children's Health Insurance Program Act, Covering ALL KIDS Health Insurance Act, and Illinois Public Aid Code to establish minimum dental reimbursement rates effective July 1, 2009

Sets dental service reimbursement floor at no lower than 64% of the reimbursement level that Illinois pays dentists for services provided to State employees under the State Employees Group Insurance Act

Applies the 64% minimum reimbursement requirement to all dental services covered under the three specified health insurance and public aid programs

Requires compliance with the new fee schedule beginning July 1, 2009
