Amends the Alternative Health Care Delivery Act to replace the fixed limit of 12 postsurgical recovery care centers with a limit equal to the total number of centers with certificates of need as of January 1, 2008, and removes provisions specifying their locations.

Repeals the provision preventing new postsurgical recovery care centers after the Department authorized 12 centers during the demonstration program.

Amends the Hospital Licensing Act to include postsurgical recovery care hospitals in the definition of "hospital" and allows the Department to license postsurgical recovery care centers as hospitals without a Certificate of Need, subject to specific operational and bed capacity limitations.

Permits a postsurgical recovery care center to be licensed as a hospital if it is affiliated with a licensed hospital or ambulatory surgical treatment center, previously received a Certificate of Need, and maintains an organized medical staff with permanent inpatient beds and continuous nursing services.

Establishes a deadline of 36 months after the effective date for issuing new postsurgical recovery care hospital licenses under these provisions; effective July 1, 2009.
