Amends the State Prompt Payment Act to define "qualified provider" as organizations providing non-residential services for the elderly, mental illness prevention/treatment, developmental disabilities, alcoholism, or substance abuse, and entities licensed under the Community-Integrated Living Arrangements Licensure and Certification Act.

Excludes hospitals licensed under the Hospital Licensing Act, local governmental units, and universities from the definition of qualified provider.

Requires bills, invoices, and grant award payments from qualified providers submitted to state officials or agencies to be processed and forwarded for payment before any other bills, invoices, or grant payments.

Directs the Comptroller to give priority processing and warrant issuance to properly prepared voucher requests from qualified providers after debt service and payroll obligations are met, unless other state obligations must be satisfied first.

Requires vouchers to be processed in first-in, first-out manner when insufficient funds are available for priority payments, and takes effect immediately upon enactment.
