Amends the Illinois Public Aid Code to require automatic Medicaid per diem rate increases for four types of facilities when federal Supplemental Security Income (SSI) or Social Security Administration payments receive cost-of-living increases.

Applies to child care institutions, group homes, Intermediate Care for the Developmentally Disabled (ICF/DD) facilities, and Community-Integrated Living Arrangements (CILA) facilities.

Rate increases must equal the total amount of the SSI or Social Security cost-of-living increase in any calendar year such an increase occurs.

Department of Healthcare and Family Services handles rate increases for ICF/DD and CILA facilities; Department of Children and Family Services and Department of Healthcare and Family Services jointly handle increases for child care institutions and group homes.

Takes effect immediately upon becoming law.
