Amends the Illinois Public Aid Code to establish minimum reimbursement rates for psychiatric services provided under Medicaid beginning July 1, 2010.

Requires reimbursement for child and adult psychiatric services by physicians to be at least 90% of Medicare reimbursement rates according to Medicare payment localities for Illinois.

Requires reimbursement for child and adult psychiatric services by licensed health care professionals under the Medicaid Community Mental Health Services Program to be at least 90% of Medicare reimbursement rates according to Medicare payment localities for Illinois.

Prohibits any rate adjustments from lowering existing rates that are already higher than the 90% Medicare threshold, and mandates that reimbursement rules and policies shall not be more restrictive than Medicare physician payment rules by July 2, 2010.

Takes effect upon becoming law.
