IL SB1501

Amends Section 13-101 of the Public Utilities Act concerning application of the Act to telecommunications rates and services.

Makes a technical change by modifying language regarding which sections of the Act apply to noncompetitive and competitive telecommunications services.

Specifies that Articles I through V and specific numbered Sections (8-301, 8-505, 9-221, 9-222, 9-222.1, 9-222.2, 9-250, and 9-252.1) and Articles X and XI apply to competitive telecommunications rates and services.

Requires all rules and regulations made by telecommunications carriers affecting charges or service to the public to be just and reasonable, while allowing carriers to accept electronic payments including credit or debit cards.

Removes application of Sections 4-202, 4-203, and 5-202 to telecommunications rates and services as of the effective date of the 92nd General Assembly's amendatory act.
