Amends the Covering ALL KIDS Health Insurance Act and Illinois Public Aid Code to increase physician fees for pediatric specialty care services beginning January 1, 2010.

Requires pediatric specialty physician payment rates to become competitive with non-governmental, third-party health insurance programs, with rates meeting or exceeding Medicare reimbursement levels by January 1, 2012.

Mandates the Department of Healthcare and Family Services annually increase pediatric specialty physician payments by approximately one-third of the difference between January 1, 2009 rates and Medicare reimbursement rates effective January 1, 2007.

Requires payment for services within 30 days of receipt of a bill or claim meeting Department requirements.

Allows for proportionate increases aligned with other physician and provider rate increases if the General Assembly determines insufficient funding is available for full implementation.
