Amends the State Finance Act to allow medical, pharmaceutical, and child care service payments to be made from appropriations for the fiscal year in which services were rendered, rather than without regard to fiscal year.

Extends the payment period for such services from 2 months to 4 months after fiscal year end (through October 31 instead of August 31).

Applies the 4-month lapse period to payments by the Department of Veterans' Affairs, Department of Healthcare and Family Services, Department of Human Services, and Department of Public Health for eligible medical, pharmaceutical, and child care services.

Requires affected departments to submit annual reports to the State Comptroller and legislative leadership documenting expenditures from current fiscal year used to pay for services provided in prior fiscal years.

Maintains existing exceptions for tuition reimbursement claims, lease payments, and internal service fund billing procedures.
