Maintains civil penalties of $25 per business day for late filings ($50 per business day for statewide office committees), with maximum penalties of $5,000 and $10,000 respectively.

Waives penalties if statement of organization is mailed and postmarked at least 72 hours prior to the filing deadline.

Allows State Board of Elections or affected political committees to seek court orders to halt fund expenditures and operations by committees failing to file statements of organization.

Defines "sponsoring entity" as any person or organization contributing at least 33% of committee funding, with exceptions for established political parties, legislative caucuses, and legislative leaders.
