Site investigation completion reports must be made available upon request to any person with an ownership interest in the remediation site or property.

If remediation objectives are not achieved within 4 years after corrective action plan approval, owner or operator must submit a status report; the Agency must post it publicly 30 days before holding a public hearing to determine if remediation efforts may continue.

If all remediation objectives are not achieved within 10 years after site investigation completion, the Agency and Board must hold a public hearing to require the responsible owner or operator to either pay the Agency to conduct corrective action or purchase the site at fair market value.

If the Agency chooses to conduct corrective action under the 10-year provision, it must complete the work within 2 years after the public hearing.

The Act becomes effective immediately upon becoming law.
