Requires Illinois to use zero-based budgeting for fiscal year 2012 budget, which requires state agencies to justify all expenditures rather than only justifying amounts exceeding the previous year's spending.

Creates a 12-member Zero-based Budget Implementation Task Force composed of 3 legislators from each legislative caucus (appointed by Senate President, House Speaker, Senate Minority Leader, and House Minority Leader).

Task Force must meet at least quarterly through December 31, 2011 to investigate implementation steps, create a timeline with the Governor's Office of Management and Budget, and conduct a zero-based budgeting simulation exercise in the final 3 months of 2010.

Task Force is responsible for submitting any necessary legislation to implement zero-based budgeting before introduction of the fiscal year 2011 budget.

Act takes effect immediately upon becoming law.
