Amends the Toll Highway Act to require the Illinois Toll Highway Authority to submit its proposed annual budget and appropriations to the General Assembly for approval by joint resolution before adoption and authorization.

Establishes that Authority funds must be spent only on operations and maintenance, bond obligations, renewal and replacement, and system improvements that protect and enhance the toll highway system's efficiency, safety, and environmental quality.

Limits the Authority's maintenance and operating reserve to no more than 130% of budgeted operating expenses for the current fiscal year, unless bond resolution requirements mandate a greater amount.

Requires the Authority to hold a public hearing at least 15 days before budget adoption, with notice published in newspapers and posted on the Authority's website, and to submit hearing transcripts to directors before the budget vote.

Mandates the Authority to file annual reports with the Governor and General Assembly, prepare annual and ten-year capital plans with specific project costs, and post financial information on its website.
