Amends the Illinois Public Aid Code to impose new limits on child care co-payments for eligible families based on countable income and federal poverty level thresholds.

Establishes a tiered co-payment structure: 3% of income up to 100% of federal poverty level, plus 7% of income between 100-150% of poverty level, plus 12% of income between 150-200% of poverty level.

Requires families with countable income below 50% of the federal poverty level to pay a flat $1 per week co-payment.

Mandates co-payment reductions of at least 50% of the difference between current rates and new maximum amounts within 60 days of enactment, with full compliance required by July 1, 2010.

Takes effect immediately upon becoming law.
