Removes requirement that constitutional amendment and convention ballots be printed on distinctly blue-colored paper, though ballots should remain uniform in size as practicable.

Eliminates the "NOTICE" legend stating "THE FAILURE TO VOTE THIS BALLOT IS THE EQUIVALENT OF A NEGATIVE VOTE" that previously appeared on constitutional ballots.

Replaces the eliminated notice with a simpler notice stating "WHETHER YOU VOTE THIS BALLOT OR NOT YOU MUST RETURN IT TO THE ELECTION JUDGE WHEN YOU LEAVE THE VOTING BOOTH," applicable to both constitutional amendment and convention propositions.

Allows voting machine and electronic voting system provisions in Articles 24, 24A, 24B, and 24C to supersede the separate ballot requirement for constitutional propositions when applicable.

Maintains separate ballot requirement for constitutional amendments and convention calls, distinct from regular candidate ballots, but with modified printing and notice specifications.
