Authorizes the Department of Healthcare and Family Services to make grants to a statewide Health Information Technology Resource and Support Center.

Center shall provide on-site, telephonic, and web-based services with focus on rural and disparity areas of Illinois.

Center must provide medical practitioners, office managers, and healthcare staff with information and assistance on health information technology (HIT) needs, system selection, and effective use without endorsing specific vendors.

Center shall offer online continuing medical education (CME) courses on HIT and electronic medical records (EHR) topics to physicians and clinical practitioners.

Center must educate patients, families, and the public on security, privacy, and benefits of HIT, and collaborate with stakeholders to develop consumer education materials.

Effective July 1, 2009.
