IL SB1852

Expands the definition of "automated traffic law enforcement system" beyond red light cameras to include devices that record speeding violations in locations with high accident rates and where police enforcement is difficult or insufficient

Removes the prohibition on using automated systems to record vehicle speeds, previously banned unless a law enforcement officer was present to witness the violation

Maintains existing civil penalty structure of up to $100 for violations captured by automated systems, plus an additional $100 penalty for late payment, with violations not recorded on driving records

Limits application to Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties and municipalities within those counties

Effective date of January 1, 2010
