Creates the Non-Home Rule Counties Electrical Contractors Licensing Act to establish minimum standards for electrical work and contractor licensing in non-home rule counties in Illinois.

Requires all electrical contractors to be licensed by January 1, 2009, unless exempt, with licenses expiring annually and subject to renewal fees established by the governmental unit.

Grants non-home rule counties authority to examine applicants, issue licenses, inspect electrical installations, collect fees, and discipline licensees through denial, suspension, revocation, or fines for violations.

Exempts contractors working for electric utilities, telecommunications carriers, plumbers performing HVAC work, and workers on transmission lines and traffic signals owned by governmental units.

Requires licensed contractors to display their license at their place of business and include their license number in all written advertising, with all electrical work required to comply with the Minimum Electrical Code.
