Authorizes the Adjutant General to order Illinois National Guard personnel into active state service for non-emergency functions, including training exercises with the Illinois Emergency Management Agency, subject to General Assembly appropriations.

Requires Illinois National Guard personnel activated under this authority to be paid according to Sections 48 and 49 of the Military Code.

Expands the Adjutant General's authority to make rules governing safety, health, and security of military installations to conform with federal military installation standards.

Clarifies that Illinois National Guard members injured while on duty in state military status are entitled to workers' compensation benefits under state law, except when injury results from their own misconduct.

Adds language specifying that medical treatment can be provided at the nearest appropriate facility if a medical officer is not detailed by the Adjutant General.
