Amends the Illinois Public Aid Code Section 5-4.2 regarding reimbursement rates for ambulance services provided to public aid recipients on or after January 1, 1993.

Directs the Illinois Department to align ambulance reimbursement with Medicare payment principles, statutes, regulations, and guidelines to the extent practicable and subject to available appropriated funds.

Requires ambulance service providers to reimburse based on actual distance traveled when natural disasters, weather conditions, road repairs, or traffic congestion necessitate use of a route other than the most direct route for services provided on or after January 1, 1996.

Mandates that non-emergency medi-car and service car transportation providers certify drivers and employee attendants have completed a Department-approved safety program, with recertification required every 3 years, effective July 1, 2008.

Exempts public transportation providers receiving federal funding under 49 U.S.C. sections 5307 and 5311 from driver and attendant certification requirements due to existing federal safety training mandates.
