Appropriates $59,919,600 from the General Revenue Fund to Western Illinois University for the fiscal year ending June 30, 2010, covering personal services ($52,132,300), social security ($446,200), contractual services ($3,346,300), commodities ($800,000), equipment and library books ($1,000,000), telecommunications ($450,000), and group insurance ($1,744,800).

Appropriates $10,000 from the State College and University Trust Fund to Western Illinois University for scholarship grant awards from the sale of collegiate license plates.

Takes effect July 1, 2009.
