Illinois Community College Board shall implement and administer the Collaborative Baccalaureate Degree Development Grant Program to deliver upper division courses and bachelor's degree programs at locations convenient to community college students.

Grant applications must be jointly submitted by one public community college and one or more public or private, not-for-profit 4-year colleges or universities.

Eligible uses for grants include instructional space, faculty training and education, instructional technology tools, marketing and promotion, and other collaboration-related purposes.

Partner institutions must contribute matching funds equal to at least 50% of the grant amount to ensure institutional commitment.

Public community colleges under this Act are prohibited from offering their own baccalaureate degrees.
