SB2039 Summary

• Establishes the Illinois Energy Efficiency and Conservation Block Grant Act to enable the Green Governments Coordinating Council (GGCC) to apply for and distribute federal energy efficiency grants under the Energy Independence and Security Act of 2007 (H.R.6)

• Designates GGCC as the state governmental body responsible for managing all energy efficiency and conservation grant funding for which Illinois is eligible under the federal block grant program

• Requires GGCC to assist eligible units of local government in applying for federal grants and to provide subgrants to units of local government that do not qualify directly under H.R.6, with at least 60% of state-level grant funds used for these subgrants

• Mandates GGCC to submit a proposed energy efficiency and conservation strategy to the U.S. Secretary of Energy and to make biennial public status reports on implementation and progress toward state energy efficiency goals

• Permits grant funds to be used for energy audits, financial incentive programs, transportation conservation programs, building code development, and other energy efficiency initiatives consistent with H.R.6 requirements
