IL SB2050

Amends the definition of "abused child" in the Abused and Neglected Child Reporting Act to apply to acts committed by "any person" rather than limiting it to parents, family members, or caregivers.

Expands the scope of child abuse to include harmful acts by individuals in positions of trust such as health care professionals, educational personnel, clergy, and recreational supervisors.

Maintains existing categories of abuse including physical injury, sexual offenses, torture, excessive corporal punishment, female genital mutilation, and unlawful distribution of controlled substances to children.

Preserves exemptions for children relinquished under the Abandoned Newborn Infant Protection Act and for prescribed medications administered in compliance with prescriptions.
