SB2097 - Joint Committee on Obsolete Laws and Programs Act

• Establishes a 12-member Joint Committee on Obsolete Laws and Programs with 6 senators (appointed 3 each by Senate President and Minority Leader) and 6 representatives (appointed 3 each by House Speaker and Minority Leader)

• Committee co-chairs designated by the President of the Senate and Speaker of the House, with members serving at the pleasure of their appointing legislative leaders

• Members receive reimbursement for reasonable expenses but no compensation, with staff and technical assistance provided by the General Assembly

• Committee must prepare and file a report by March 20, 2010 identifying obsolete, unnecessary, or duplicative state statutes and programs, including explanations and a repeal timetable

• Report must be filed with the Secretary of the Senate, Clerk of the House, Legislative Reference Bureau, and Governor for distribution to affected state agencies

• The act itself is repealed April 1, 2010 and takes effect upon becoming law
