IL SB2131

Amends the State Finance Act to require the Governor's Office of Management and Budget to submit a fiscal year 2010 budget within 15 days of the bill's effective date.

Limits fiscal year 2010 appropriations to no more than the total appropriations made in fiscal year 2003 from state funds, net of vetoes, for all departments except education and developmental disabilities services.

Caps appropriations for education and developmental disabilities services at no more than the total appropriations made in fiscal year 2009 from state funds, net of vetoes.

Requires the budget to be submitted to all four legislative leaders as one or more appropriation bills.

Takes effect immediately upon becoming law.
