Defines "zero-based budgeting" as a budgeting method requiring justification of all expenditures, with each budget line starting at zero and funded based on merit rather than prior year allocations.

Requires the Department of Labor, Historic Preservation Agency, Department of Human Rights, Department of Agriculture, and Environmental Protection Agency to use zero-based budgeting for fiscal year 2010.

Expands zero-based budgeting requirement to all agencies under the Executive Ethics Commission's jurisdiction for fiscal year 2011 and thereafter.

Applies to both budgets submitted by the Governor and appropriations made by the General Assembly.

Takes effect immediately upon becoming law.
