Adds definitions section to the Illinois Governmental Ethics Act including "immediate family member" (spouse, parent, sibling, or child sharing same household), "income," "category of value," and "constructive control."

Requires statements of economic interests to include interests of spouses and immediate family members if constructively controlled by the filer, and specifies detailed reporting requirements for income, assets, liabilities, gifts, and positions held.

Mandates the Secretary of State develop disclosure forms in paper and electronic formats that substantially replicate the 2002 federal Public Financial Disclosure Report forms used by Congress.

Requires board and commission appointees to file supplemental statements disclosing political contributions exceeding $150, legal defense fund contributions, and immediate family members registered as lobbyists.

Establishes electronic filing beginning January 1, 2010, with statements posted to a searchable online database accessible to the public, and requires the Secretary of State to provide training for ethics officers and filers.
