Creates the State Employees Big Brother Big Sister Mentoring Act to enable state employees to use accrued vacation, personal, and sick leave for mentoring activities.

Limits eligible employees to a maximum of 40 hours of mentoring leave per calendar year.

Requires eligible employees to have provided at least one year of unpaid mentoring services to a Big Brother Big Sister program and to provide written verification from the program when requesting leave.

Mandates state agencies implement an application process within 180 days of the act's effective date, retaining full discretion to approve or deny mentoring leave requests based on operational needs, budgetary concerns, and legal limitations.

Applies only to permanent, non-contractual state employees who have been accepted as participants in qualified Illinois Big Brother Big Sister programs.
