Prohibits insurers and administrators from requiring health care providers to sign contracts containing language that limits their ability to seek legal redress in court.

Requires insurers and administrators to provide written notice to providers at least 60 days before amendments or modifications to contracts take effect, unless the provider waives the notice requirement.

Mandates that any proposed contract amendment or modification must include a detailed description of additional consideration being offered to the provider.

Prohibits amendments from taking effect unless the provider agrees to them in writing.

Grants the Department of Insurance authority to adopt rules and enforce compliance with these provider agreement requirements.
