Appropriates $124,937,700 from the General Revenue Fund to the Board of Trustees of Northern Illinois University for fiscal year ending June 30, 2010.

Personal services allocation of $104,273,900 includes salaries and accrued but unpaid compensation to academic personnel for the 2008-2009 academic year.

Additional appropriations include $10,472,000 for contractual services, $2,601,800 for equipment, $2,337,300 for group insurance, and $1,285,000 for permanent improvements.

Appropriates $36,000 from the State College and University Trust Fund for scholarship grant awards in accordance with Public Act 91-0083.

Effective date is July 1, 2009.
