Appropriates $162,150,000 from the General Revenue Fund to the Department of Human Services for developmental disability and home-based support services.

Allocates $24,000,000 to enroll 1,000 new individuals in the Adult and Children's Home-Based Support Services Program and Community Integrated Living Arrangements.

Provides $58,200,000 for a $1.00 per hour wage increase for direct care staff serving individuals with developmental disabilities.

Funds community services infrastructure improvements including $48,000,000 for downsizing facilities, transitioning to waiver services, and increasing service reimbursement rates.

Establishes funding for Mobile Crisis and Assessment Teams ($6,000,000), nursing services in Community Integrated Living Arrangements ($6,000,000), behavioral health crisis services rate adjustment ($4,200,000), and quality management training ($750,000).
