SB2368 Summary - Department of Human Services FY2010 Appropriations

• Appropriates $6,082,225,600 total to the Department of Human Services for fiscal year beginning July 1, 2009, comprised of $4,163,531,600 in General Funds, $557,922,600 in Other State Funds, and $1,360,771,400 in Federal Funds.

• Funds income assistance and distributive programs including Aid to Aged, Blind or Disabled ($29,214,500), Temporary Assistance for Needy Families ($99,297,500), and Child Care Services ($590,916,700).

• Appropriates operating expenses for nine state-operated mental health and developmental centers including Elgin ($65,817,700), Alton ($24,352,200), and Chicago-Read ($29,486,300).

• Provides funding for community-based services including mental health grants ($477,855,900), developmental disabilities services ($1,157,481,300), and addiction prevention and treatment programs ($129,673,300).

• Takes effect July 1, 2009, with authorization for the Department to reapportion funds (up to 10% for income assistance, up to 2% for addiction treatment) with gubernatorial consent.
