Appropriates $124,706,900 in General Funds and $17,000,000 in Other State Funds totaling $141,706,900 for the Department of Juvenile Justice ordinary and contingent expenses for fiscal year ending June 30, 2010.

Allocates funding across nine Illinois Youth Centers (Chicago, Harrisburg, Joliet, Kewanee, Murphysboro, Pere Marquette, St. Charles, and Warrenville) plus general office, school district, and aftercare services divisions.

Includes $13,000,000 from the Department of Corrections Reimbursement and Education Fund for school district programs ($5,000,000), federal programs including construction and treatment ($3,000,000), and miscellaneous programs including medical and food costs ($5,000,000).

Appropriates $4,000,000 in federal recovery funds under the American Recovery and Reinvestment Act of 2009 for federal programs.

Requires Governor approval in writing before entering into contracts for repairs, maintenance, and capital improvements; takes effect July 1, 2009.
