Appropriates $86,258,300 total to the Board of Trustees of Illinois State University for fiscal year ending June 30, 2010, comprising $86,208,300 in General Revenue Fund and $50,000 from State College and University Fund.

Allocates $80,452,000 from General Revenue Fund for ordinary and contingent expenses including personal services ($72,841,600), group insurance ($3,109,100), contractual services ($1,976,300), equipment ($2,020,000), telecommunications ($202,000), and commodities ($303,000).

Appropriates $50,000 from State College and University Fund for scholarship grant awards from collegiate license plate sales.

Provides $5,756,300 in additional funding from General Revenue Fund under American Recovery and Reinvestment Act of 2009 for personal services ($4,644,430 and $1,111,870).

Effective date is July 1, 2009.
