Appropriates $39,077,700 from the General Revenue Fund to the Board of Trustees of Northeastern Illinois University for ordinary and contingent expenses for the fiscal year ending June 30, 2010, including $36,225,600 for personal services, $1,077,100 for group insurance, $1,134,700 for contractual services, $439,500 for Social Security and Medicare contributions, and $200,800 for equipment.

Appropriates $170,000 from the General Revenue Fund to conduct a pilot program to improve retention and graduation rates for minority students at the university.

Appropriates $4,154,200 from the General Revenue Fund for personal services pursuant to Title XIV of the American Recovery and Reinvestment Act of 2009.

Appropriates $435,200 from the General Revenue Fund for personal services pursuant to Title XIV (Other Government Services) of the American Recovery and Reinvestment Act of 2009.

Act takes effect July 1, 2009.
