Appropriates $120,899,400 total to the Department of Veterans' Affairs for fiscal year beginning July 1, 2009, comprised of $66,325,900 in General Funds, $52,913,400 in Other State Funds, and $1,660,100 in Federal Funds.

Funds central office operations ($5,728,800), field services ($5,468,900), and state approving agency ($1,290,100) for the Veterans' Affairs department.

Provides $10,000,000 from the Illinois Veterans Assistance Fund for grants and services related to PTSD, homelessness, health insurance costs, disability benefits, and long-term care for veterans.

Appropriates operating expenses for four veterans' homes at Anna ($4,758,500), Quincy ($41,864,600), LaSalle ($18,071,400), and Manteno ($28,606,300), including bed additions at LaSalle and Manteno facilities.

Authorizes $946,900 for a homeless veterans program at the Illinois Veterans' Home at Manteno and $250,000 for the Troops to Teachers Program.
