Appropriates $131,520,150 for the Illinois Commerce Commission's ordinary and contingent expenses for fiscal year beginning July 1, 2009.

Allocates funds across multiple regulatory areas: Chairman and Commissioner's Office ($1,459,100 from Transportation Regulatory and Public Utility Funds), Public Utilities ($23,534,000 from Public Utility Fund), and Transportation ($8,825,650 from Transportation Regulatory Fund).

Appropriates $83,600,000 from the Wireless Service Emergency Fund for administrative costs and grants to emergency telephone system boards and government entities for wireless 9-1-1 and E9-1-1 emergency services.

Provides $8,252,600 from the Wireless Carrier Reimbursement Fund to reimburse wireless carriers for Federal Communications Commission enhanced 9-1-1 compliance costs and administrative expenses.

Includes funding for railroad crossing improvements ($520,000), Underground Utility Facilities Damage Prevention grants ($150,000), and digital divide infrastructure ($727,100 reappropriated from prior year).
