Appropriates $17,703,000 total to the Illinois Arts Council for fiscal year beginning July 1, 2009, consisting of $15,341,400 in General Funds and $2,361,600 in Federal Funds.

Allocates $2,160,300 from General Revenue Fund for operational expenses including personal services ($1,429,800), contractual services ($211,500), and administrative costs.

Appropriates $8,122,400 from General Revenue Fund for grants and financial assistance to arts organizations ($4,572,300), special constituencies ($1,766,200), international grant awards ($698,900), and arts education ($1,085,000).

Appropriates $2,000,000 from Federal Grant Fund for cultural environment grants ($1,000,000) and Education Leadership Institute administrative costs and grants ($1,000,000).

Provides additional funding for humanities programs ($692,200), public radio and television operating costs ($314,100 and $4,052,400 combined), and American Recovery and Reinvestment Act arts projects ($361,600).
